Position Summary:
The Senior Proposal Manager is responsible for generating biologics proposals varying from budgetary estimates to detailed work statements in order to fulfill specific client requirements, including customized proposals for strategic Clients where needed. They will provide the technical assessment of customer requirements and, robust understanding of the services and capabilities of the global Biologics network ultimately offering phase-appropriate solutions to the Client. This roll will collaborate with Existing Business and New Business proposals teams to use templates, collaborate for support to meet Client expectations for scope of work, as well as maintain the templates with the current practices across the global network. Additionally, they will work with SMEs across multiple sites globally to deliver a high quality, robust proposal the meets the client’s program expectations. Currently, the Biologics network include sites in St. Louis, MO, Groningen, The Netherlands, Brisbane, Australia and Lengnau, Switzerland. Each site offers varying development, clinical, and commercial services, including cell line development, process development and analytical development, cGMP Manufacturing (Phase I – III), Process Characterization, Validation and Commercial Supply
They may be responsible for sharing the proposal directly with the client, providing technical guidance, and discussing the company’s high quality and service standards either remotely and/or during face to face site visits. They may interface, in partnership with the Business Management, Program Management, Business Development Executive(s), the Senior Leadership team, and with existing clients. This may be via phone calls, e-mails or site visits.
In addition, this role will also serve as a champion to update processes for the broader team with the intent to ensure output of quality, timely, and comprehensive documents. They will also be a key contact for the internal Proposals team training support and responsible for non-client projects with an emphasis on operational excellence (PPI) where needed.

Proposal Manager
Proposal Managers will generate detailed proposals (High Level Budgetary, Detailed scope and Statement of Work) for any phase (Pre-Clinical through Commercial) for batch / fed batch manufacture of IgG Monoclonal Antibodies / Fc-Fusion / Recombinant Proteins / Enzymes, etc. Their focus will be on Change of Scopes (COS) for existing programs performing work throughout the Biologics network for various molecules within the breadth of services Thermo Fisher Scientific has to offer. This will require evaluation of RFI/RFPs, discussing with existing clients as vital to ensure a technical understanding of clients’ needs, and to develop an appropriate proposal. They will provide technical assessment/recommendation of potential project opportunities to Manager of Biologics Proposals-Existing Business and members of the Program Management/Business Management team. Once the COS is generated, support on Client calls to present the proposal and speak to Patheon’s breadth of services and provide options for services which meet the client’s needs. Support and involvement during customer visits, including leading detailed scope review / discussion will be expected to maintain the appropriate contract management. Additional tasks include identifying and collaborating on template updates as appropriate
This role will require strength in reading and understanding contractual terms, liaise between the technical team and the customer, and develop an appropriate work scope/project approach abased on prospective clients’ development and manufacturing needs alongside SMEs. Work closely with the Business Management and Senior Leadership team to generate and review suitable program pricing that allows the company to remain competitive based on FTE estimates provided by the technical team. Complete proposal revisions vital to meet the customer’s needs and to assist in driving the program from proposal to contract signature. The Proposal Manager will work with the assigned Program Manager and Business Manager to build customer-centric solutions for contracting with Existing Clients
Senior Proposal manager additional responsibilities:
In addition to the Change of Scope (COS) listed above, the Senior Proposal Manager will be responsible for generating Project Expansions and applying a Phase-Appropriate CMC guidance to Clients and team members. There will be a focus on strategic Clients or high profile / complex proposals outside of standard offerings. Additionally, they will work with other senior members of the Proposal team to focus on key alignment / change initiatives with the goal to improve team performance, ensure capabilities are up to date, and to support the business goals of the Biologics business.
Serve as delegate for the Manager, Biologics proposals including distribution of the workload across the team while maintaining priorities as best interested of the Business Unit. Lead in personnel onboarding, training and guiding the team to achieve meet and exceed goals. Collaborate with leadership to make strategic decisions based on feedback from cross functional groups in order to support overall Sales Targets and business models.
Minimum Requirements/Qualifications:
- Bachelor’s Degree in a relevant scientific field, Masters Preferred
- 8+ years of proven industry experience
- 3-5 years of Proposal, Program Management, or technical writing experience preferred
- 1-3 years of customer-facing experience preferred
- 1-3 years of Biologics CMO experience preferred
- Proficient in Smartsheet, SharePoint, Salesforce, MS Project, MS Excel, MS PowerPoint and MS Word

- Ability to participate / lead meetings (via teleconference) in different time zones (outside of typical business work hours).
- Minimal travel will be required.
Compensation and Benefits
The salary range estimated for this position based in Missouri is $95,000.00–$130,000.00.This position may also be eligible to receive a variable annual bonus based on company, team, and/or individual performance results in accordance with company policy.
